Overview 

SoftLabs provided specialist testing contractor services on a federal government Event Forecasting platform designed to support public event planning and operational readiness. The data-driven system comprised multiple modules delivered under Agile methodology within tight Program Increment (PI) timelines. The engagement required testers with strong Azure DevOps (TFS) expertise and the ability to rapidly rebuild test assets in response to evolving requirements, who can mobilise quickly and integrate with existing delivery teams. 

Initial testing phases were impacted by incomplete and outdated test cases resulting from version changes, creating gaps in test coverage and increasing the risk of defect leakage into later stages. Tooling limitations within Azure DevOps (TFS) were also creating inefficiencies when managing and executing test scripts across multiple test plans, a recurring pain point in large-scale testing programs. 

Key Achievements 

  • Rebuilt and validated test cases from the ground up, realigning each test to updated user stories, design artefacts, and acceptance criteria, ensuring complete and auditable test coverage ahead of PI milestones. 
  • Introduced a structured defect triage process with defined severity classifications and resolution workflows, enabling faster prioritisation and closure of critical issues. 
  • Developed a custom migration script to transfer test cases across TFS test plans, eliminating a significant tooling bottleneck and dramatically improving execution efficiency across the program. 
  • Facilitated regular three-way review sessions with developers and business analysts to clarify requirements, resolve ambiguities, and align testing activity to current system behaviour. 
  • Strengthened collaboration between QA, development, and business teams, a model that reflects best practice for embedded testing contractors working in Agile government environments. 
  • Delivered complete test execution within PI timelines with all critical defects closed prior to test closure, supporting successful program increment sign-off. 

Outcome 

The engagement achieved complete test execution within PI timelines, improved test coverage across all modules, and reduced execution inefficiencies through targeted tooling improvements. Defects were systematically prioritised and resolved, with all critical issues closed before test closure, enabling the program to progress with confidence. 

Key lesson: Early validation of test assets and proactive resolution of tool limitations are non-negotiable in Agile, multi-module government programs operating under PI planning constraints. Testing contractors who bring both QA expertise and tooling knowledge add disproportionate value in these environments.
